The department’s Special Enforcement Team (SET) is a proactive, community-focused, policing model aimed towards significantly improving neighborhood safety and resident satisfaction. All members of the team collaborate with city department members, county resources, and community partners in the field to address unauthorized encampments, abandoned property, enforce ordinances regarding camping and the storage of belongings, and the needs of individuals experiencing homelessness.

All team members are dedicated to addressing quality-of-life concerns including street-level narcotics complaints, neighborhood nuisances, vandalism, pan handling, graffiti, assault and battery, medical emergencies, and alcohol-fueled incidents. Team members are trained in bicycle and beach enforcement, ensuring that we are creating a safe and welcoming environment for residents and visitors who live near, and visit our two main beaches.  The team utilizes high visibility community policing strategies coupled with proactive enforcement in order to achieve our mission.
