On Monday, September 29, 2025 at 10:25 PM, the Newport Beach Police Department Communications Center received a call regarding a female pedestrian laying on the roadway in the area of MacArthur Blvd. and E. Coast Hwy. Officers responded to the location and immediately began rendering aid to the female. Newport Beach Fire Department Medics responded and transported the female to a local trauma center where she is currently in critical condition. The initial investigation found a vehicle struck this pedestrian and fled the scene. The suspect vehicle is unknown at this time and the investigation is ongoing.

UPDATE and ARREST - Major Injury, Hit and Run Traffic Collision
Following the hit and run collision on Monday, September 29, 2025, which left the adult female victim in critical condition, the Traffic Division responded to the scene to begin the investigation. Utilizing investigative techniques and technology, a potential suspect vehicle was identified. On September 30, 2025 at approximately 4:15 PM, Investigators conducted surveillance and located the suspect vehicle in the area of McFadden Ave / Harbor Blvd in the City of Santa Ana. They conducted a traffic stop and detained the occupants of the vehicle. Statements, evidence and collision damage indicated the vehicle and a passenger were involved in the collision.
Rafael Torres, 28 years old, of Santa Ana was arrested for 20001(a) CVC - Felony Hit and Run Resulting in Injury, and booked into the Newport Beach Jail.
The female pedestrian was identified as a 48-year-old resident of Newport Beach. She remains in critical, but stable condition.
