In February 2025, the City of Newport Beach expanded the West Newport Safety Enhancement Zone to include three holiday weekends each year: the Memorial Day, July 4 and Labor Day holidays; City Council also approved a new Corona del Mar Safety Enhancement Zone to increase public safety efforts in that area during the same holiday weekends.
For Labor Day weekend, the Safety Enhancement Zone designation will be in effect from 12:01 a.m. on Saturday, August 29, 2025 to 11:59 p.m. on Monday, September 1, 2025.
Fines in the Safety Enhancement Zones during the above-specified period are tripled for any violation of the NBMC (NBMC ยง1.04.010[B]). If the NBMC violation committed is considered an infraction, and no other fine is specified for the particular violation, the fine amounts will be as follows:
- A fine not exceeding $300 for a first violation;
- A fine not exceeding $600 for a second violation of the same ordinance within one year;
- A fine not exceeding $1,000 for each additional violation of the same ordinance within one year.
The West Newport Safety Enhancement Zone is bounded by the Pacific Ocean on the south, 32nd Street and Newport Boulevard on the east, Pacific Coast Highway on the north and 54th Street on the west.
The Corona del Mar Safety Enhancement Zone is bounded by the Pacific Ocean and Newport Harbor, Buck Gully from the Pacific Ocean to Fifth Avenue, Fifth Avenue to Dahlia Avenue, Dahlia Avenue to East Coast Highway, East Coast Highway to Avocado Avenue, and Avocado Avenue from East Coast Highway to Newport Harbor. The zone includes Pirate's Cove, Corona del Mar State Beach and Little Corona Beach as well as the immediately adjacent parking lots, roads stairs, and paths.
